The Royal Ottawa Health Care Group signed a Project Agreement with The Healthcare Infrastructure Company of Canada (THICC) to design, build, finance, property manage, and maintain the new Royal Ottawa Health Care facility in Ottawa, Ontario. EllisDon Corporation is a member of the THICC consortium and was responsible for the provision of construction services.
The Healthcare Infrastructure Company of Canada provided the Royal Ottawa Health Care Group with the following services:

• Facility design
• Construction
• Project financing
• Building maintenance
• Materials management
• Food services
• Security.

This new mental health facility replaced buildings from the early 1900's with a 2-storey (plus 1 lower level) 200 bed in-patient care unit, a 3-storey out-patient wing and a 7-storey research and administration tower all totaling 400,000 square feet of space.

The structure involved cast-in-place concrete, masonry cladding and curtainwall with state-of-the-art wireless communications and security systems. Although the project involved only new construction, it was built while the existing hospital remaining fully operational on the adjacent site.
